1. CHAMPIONSHIPS

All Club Championships are subject to R.N.S.W.B.A. Conditions of Play and Albion Park Men’s
Bowling Club By-Laws.

1.1 ACHIEVEMENT BOARD

For all recognised events conducted by Illawarra Zone 16 or other relevant State or National Body,
the Winner(s) or Runner-up(s) name(s) will be entitled to be displayed on the Club Achievement
Board. (Club Members names only to be displayed)

1.2 CLASSIFICATION OF PLAYERS

1.2.1 MAJOR A bowler who has won a Club (or higher including Zone Reserve Singles) Minor
Singles, Major Singles or Major Pairs. (Alt 21/03/05)
1.2.1 (a) A player who wins a major event may compete in a minor event in the same year
provided he has nominated prior to winning the major event.

1.2.2 MINOR A bowler who has not won any of the above.
1.2.2 (a) Winners of the club Minor Pairs are not eligible to enter the event again
(Added 11/02/08)

1.2.3 Classification for Major/Minor Events shall be determined by the Match Committee.

1.2.3 (a) In Major Minor events either player may skip subject to the
Substitution Law. (Added 14/8/01)

1.2.4 The status of substitutes for Major/Minor Events must be authorised by the Match
Committee. (Amended 8/10/07)

1.2.5 For Mixed Pairs, either Male or Female may skip. If a substitute is required the substitute
cannot skip (B.A. By-Law 2)

1.2.6 For Mixed fours, Females may play in any position. If a substitute is required the
substitute cannot skip.

1.2.7 Mixed Pairs & Fours to be played over 18 ends. (Alt 10/11/08)
Minor events and Major Minor Pairs to be played over 18 ends.

1.2.7a Mixed Fours teams to comprise of 2 female and 2 male players. (13/7/05)

1.2.8 Handicap Singles – Handicaps to be allocated annually from a minimum of Zero (0) to a
max of sixteen (16). Handicaps to be allocated by the Match Committee in conjunction with the
Bowls Manager (Alt 30/09/11)
1.2.8 (a) The shot difference between players shall be put on the card. One or both players to
start from zero. The winner will be decided after 25 ends are played or 25 shots are scored. If
scores are equal after 25 ends an extra end will be played. (Alt 10/11/08)

1.2.9 Men’s Club Fours Championships to be played over 21 ends.

1.3 DRAWS FOR CHAMPIONSHIPS

1.3.1 At least two (2) Match Committee or Management Committee Members must be present.
All are to sign and date the draw. (Alt 16/01.12)
1.3.2 For all championships the first names drawn shall be the players to go into the
Preliminary Round. (If a Preliminary Round is required.)

1.4 DISPUTES BETWEEN TEAMS OR OPPONENTS IN SINGLES

Disputes must be in writing with full details, and must be delivered to the Match Committee.

1.5 ELIGIBILITY OF PLAYERS

1.5.1 An intended player must be a registered member of ALBION PARK BOWLING CLUB
prior to the play or forfeit date set down for the first or preliminary round of the event.
Players must be financial to play in any round of a championship.

1.5.2 Male Members who are Multiple Members can only enter all Club Championships,
including Mixed Events and the Classic Triples Qualifying Tournament if they have declared
ALBION PARK as their Club for the season.

1.5.3 Junior Members who are multiple members can only enter all club championships and
participate in club coaching sessions if they have declared Albion Park as their Club for the
season.

1.6 ENTRIES

1.6.1 Date of posting and entry closing dates are to be clearly shown on the entry forms.
Nominations received after the closing dates will not be accepted.
1.6.2 Dates for the first three (3) rounds are to be displayed on the Entry Forms. (Can be
Preliminary and Rounds 1and 2).

1.7 FORFEITS

1.7.1 A forfeit may be granted prior to a play or forfeit date providing the details are notified to
the Match Committee.

1.7.2 If in arranged game prior to a play or forfeit date an opponent or team does not arrive to
play 15 minutes after the agreed starting time a forfeit may be granted. A claim must be lodged
with the Match Committee, providing that the provisions of By-Law 1.8 (Game Arrangements) have
been carried out.

1.7.3 If either teams, or the opponent in a singles game, fail to play their game by the play or
forfeit date, either teams or opponents shall forfeit.
1.7.4 To claim a forfeit on a “Play or Forfeit Date” the opponent in singles or the full team must
be ready to play at 1:30pm. When 15 minutes has elapsed after the starting time, the claimant
must notify a member of the Match Committee as soon as possible.
1.7.5 Any forfeit granted or awarded shall be placed on the draw and signed by a member of
the Match Committee (or the Umpire of the day), no later than the day of occurrence.
1.8 GAME ARRANGEMENTS

1.8.1 Any championship game arranged for play shall be noted in the space provided on that
day’s nomination sheet for Social Bowls. A member of the Match Committee or the Bowls
Manager must also be notified. (Alt 16/01/12)

1.8.2 On days when no Social Bowls sheet is available, players are to notify the Greenkeeper
and a member of the Match Committee or Management Committee.

1.8.3 Allocation of Rinks. When there are more than three (3) matches to be played at the same
time, a draw for rinks is to be made by the Coach / Bowls Manager, Bowls Secretary or a
member of the Match Committee.

1.9 GAME POSTPONEMENTS / DEFERMENTS

1.9.1 If a pre-arranged game has to be postponed, the skips or the opponents in a singles
game are responsible for notifying their own team and the opposition skip, plus a member of the
Match Committee. Failure to do so may result in a forfeit.

1.9.2 A singles player or skip appealing for a deferment must complete the form in the
Deferment Book. Both parties involved must sign the form with a play date supplied. Failure to play
by the agreed date may result in the appellant having to forfeit. (added 8/11/01)

1.9.3 No deferment will be granted if players are playing in another competition or another
bowls fixture. (Subject to dispensation law).

1.9.4 One player in a team being unavailable is not sufficient reason for deferment. A
substitute should be used. (added 8/11/01)

1.10 INCLEMENT WEATHER

1.10.1 On doubtful days when an Association competition has to be played, no decision is to be
made before 8 am for morning matches or 11 am for afternoon games as to the fitness of the
greens for play. Club Officials may delay the decision if it appears that play may be possible by
the programmed starting time (RNSWBA C.O.P. 2.27)

1.10.2 If a match be stopped by mutual arrangement or by the Umpire after appeal, due to
inclement weather, bad light or any other valid reason, a decision on the resumption of play shall
be the responsibility of the Umpire unless play is abandoned at the direction of the Controlling
Body. (C.O.P. 2.28)
(NB. A guide for windy conditions is if the Jack or Mats are being repeatedly blown from their
locations.)

1.10.3 Given that the greens have been prepared and are ready for play on any given day: –
The Controlling Body may reaffirm the call for a cessation of play (after appeal to the Umpire) in
the case of inclement weather. Any decision made regarding a resumption of play would be the
responsibility of the Controlling Body after consultation with the umpire.

This By-Law to apply equally to the playing of all Association Fixtures, Tournaments, Championship
Events, Social Bowls or Roll-ups.

1.11 PLAY OR FORFEIT DATES

1.11.1 The Match Committee will list the dates for play allowing not less than fourteen days
notice.

1.11.2 The final days for play shall normally be a Saturday or Sunday with play to start not later
than 1:30pm. However with the permission of the Match Committee, play may be set down at
other times to facilitate play.

1.11.3 No Club Championships shall be listed for play on Holiday week-ends or Mother’s and
Father’s Days.

1.11.4 If inclement weather forces the postponement of matches on the play or forfeit date, the
match shall be played on the next available playing date.

1.11.5 Zone, State or National fixtures take precedence over club events.
Should a player(s) be involved in a match taking precedence that is played on either a Saturday or
Sunday that a championship match has a play or forfeit date, the match shall be completed prior to
the starting time of the next scheduled round. (Alt 17.10.05)

1.11.6 If repeated deferment of matches set down for play becomes necessary the Match
Committee may reschedule them for a later date. The usual advance notice provisions regarding
play would apply.

1.11.7 A player or team may apply in writing to the Match Committee for a deferment due to
extenuating circumstances.

1.12 MARKERS

1.12.1 To be arranged by the players for the first or preliminary rounds.

1.12.2 Loser to mark the next round, or players to arrange.

1.12.3 Major Singles Final- By the President or his agent.

1.12.4 Minor Singles final- By the current Minor Champion or his agent.

 

 

1.13 MATCH COMMITTEE DECISIONS-APPEALS

An appeal against a Match Committee decision may be made to the Management Committee of
the Men’s Bowling Club within seven (7) days of receiving the M.C.’s decision, providing the appeal
is made in writing and is accompanied by a copy of the M.C. decision.

1.14 REFRESHMENTS (Deleted 15th Feb 2010)

1.15 STARTING TIMES

When two matches are played on the same day in any competition, the morning round shall
commence not later than 9am. and the afternoon round by 1pm. provided that a period of thirty
(30) minutes for luncheon shall be allowed the winners of the morning round. (The following clause,
in bold italics was deleted on Monday 9/11/2009. When two rounds, play or forfeit, are
programmed on the one day, Lunch will be provided free for the winners of the morning round.)

1.16 TITLE WINNERS

Photo’s of Members who win Zone, State or National Titles and/or gain any other achievement will
be placed in the Club.

1.17 UMPIRES

1.17.1 To be arranged through Chairman of Umpires for Play or Forfeit dates, Semi Finals and
Finals of all championships. (Altered 11/09/01)

1.17.2 Whenever championships are played at other times an Umpire may be appointed upon
request if one is available. (Altered 11/09/01)

2 DRESS RULES

The following Dress rules should be observed so as to conform to Club, Zone and RNSWBA
requirements.

2.1 CHAMPIONSHIPS AND PENNANT PLAY

Strict observance of Dress Rules must be adhered to.

2.1.1 Bowls Australia approved clothing must be worn when competing in Club Championships.

2.1.2 In Team/Side events all members of the side must be dressed the same Bowls
Australia approved clothing.

2.1.3 When representing the Club in Zone events all members of a side must wear Club uniform
or creams with Bowls Australia logo.

2.1.4 In Mixed Championship events team is to wear Bowls Australia approved clothing.

2.1.5 Club and bowls Australia approved headgear is the only permissible type of Headwear to
be worn.

2.1.6 Approved bowls shoes must be worn.

2.1.7 The wearing of Jak shirts or shorts is not permitted at Zone, State or higher levels of play.

2.2 CLUB COLOURS

2.2.1 Maroon, White and Pale Blue are the colours registered with Illawarra Zone 16.

2.2.2 The design of the bowls shirt and Jacket is: A combination of the colours, Maroon White
and Pale Blue. (Alt 16/01/12)

2.3 FUND RAISING EVENTS

On fund raising days, all visiting players must be neatly attired and play in either bowls shoes, or
remove their shoes and play in stockings or socks.

2.4 MIXED VISITS

On mixed visits to or from the Club the approved shirt/jacket may be worn

2.5 MUFTI

When playing social or having roll/ups, “MUFTI” is permitted to be worn. (The definition of Mufti is:-
Plain clothes worn by one who has the right to wear a uniform.) Minimum standard is:

2.5.1 Long trousers or fashion shorts, worn with socks. (Alt 13/7/04, 17/10/05)

2.5.2 Multi coloured shirts providing the shirt has sleeves. (alt 7/12/04)

2.5.3 Regulation White or Brown Bowls shoes.

2.5.4 Any neat headgear may be worn. (alt 13/7/04)

2.5.5 As from May 1999 Mufti may be worn for roll ups on Saturday, Sunday and Public Holidays
on a green not being used by Bowlers in regulation attire
NB. In all cases, dress must be clean and presentable. (Alt 12/8/02)

2.6 SCHOOL CHILDREN

Children participating in Club controlled coaching classes must be neatly attired, wear either bowls
shoes or remove their shoes and play in stockings or socks

3 GENERAL

3.1 BOWLS ADMINISTRATION OFFICE

Only Club Officials and staff are permitted into the Bowls Administration Office.

3.2 MATS AND JACKS SECURITY

The storage box for Mats and Jacks is to be locked by staff every night.

3.3 TOURNAMENT SUPPORT COMMITTEE

Each year, three (3) of the Management Committee will be appointed to a Tournament Support
Committee to assist the Match Committee in the conduct of the Classic Triples, Handicap Pairs
and the Mixed Pairs Tournaments.

 

4. JUNIORS

4.1 AGE LIMIT

The age limit for Junior Bowlers shall be eight (8) to eighteen (18) years.

4.1.1 SOCIAL PLAY

Juniors must be 13 or over to play social bowls. Exceptions by club coach only.

4.2 GREEN SPACE

Green space will be provided on Sunday Mornings (if available) for juniors.

4.3 LOCKERS

Lockers for juniors are located in the Utility room off the function room

4.4 R.N.S.W.J.B.A.

All juniors are to join the R.N.S.W.J.B.A.

 

5. PENNANTS

5.1 MANAGERS / SCORERS

Managers / Scorers of Albion Park Men’s Bowling Club will receive a one-off issue of a Club Shirt
plus the same winning bonus claimed by their respective Pennant Side members.

5.2 SPONSORSHIP (Deleted 15th Feb 2010)

 

5.3 TRANSPORT ALLOWANCE (Deleted 15th Feb 2010)

7. SOCIAL BOWLS

All Social Bowls will be programmed by the Match Committee and recommended to the
Management Committee for approval. Any player found to have infringed the rules or displayed
bad sportsmanship during social bowls may be suspended from playing social for a period as
determined by the Match Committee.
Players who fail to notify the bowls office no later than 30 minutes before the scheduled start time
when they are unable to play will be given one warning and will then be fined $10.00 (payable to
charity) for each time they fail to arrive. Extenuating circumstances determined by the Match
Committee may be accepted. Failing to pay the fine will incur a penalty of suspension from all
bowling matches till the fine is paid. A Warning will be documented and remain in place for a period
of 12 months from the date it is given. With any such player having the right of appeal as per Law,

7.1 DAYS OF PLAY

Monday- 9:30am-12:30pm. Nominated Men’s Jackpot Pairs.

Wednesday – 1:30pm – 4:30pm Club Selected Jackpot Triples

Friday- 9:30am-12:30pm. 1) Nominated Men’s Jackpot Pairs.
2) Club selected Men’s 4 bowl pairs on the first Friday of the month

Saturday – 1:00pm – 4:45pm Nominated Men’s Pairs,
Mixed Pairs as required. Mufti.

No new ends to be commenced after stated finishing times

Thursday twilight to be determined by the Match Committee.
Saturday nominated men’s to be played over 21 ends.

All formats and times may be altered due to extenuating circumstances.

7.2 ENDS TO CONSTITUTE A GAME

7.2.1 If the majority of the rinks have not completed one end, the game will be abandoned and no
prizes awarded.(Green fees will be returned.)

7.2.2 If the majority of the rinks have completed one or more ends, results will be determined by
a draw of cards.

7.2.3 If the majority of the rinks have completed the required number of ends to constitute a
game scores shall remain as they are.
eg. 21 end games—–11 completed ends constitutes a game.
18 end games—–10 completed ends constitutes a game.
Refer by law 7.2.2 if required number of ends not played (Altered 12/10/04)
7.2.4 If an end is killed the jack will be re-spotted behind the tee.

7.4 PRIZE WINNERS

7.4.1 The winners shall be the team with the highest winning margin.
The runners up the team with the next highest margin.
7.4.2 In the event of a tie for winners or runner-up, the number of winning ends will determine
the winner or runner-up. If ends are equal then there will be a count back from the last end played.
7.4.3 Should a count back be required in social bowls then all ends played by all teams will be
taken into account, including triples and pairs.
7.4.4 No teams will be eligible for prizes unless the required number of ends are completed.

7.5 SOCIAL BOWLS TEAMS
7.5.1 A player who has not arranged a partner(s) may place his/her name on the spares list.
There shall only be one name on the spares list at any time.
7.5.2 There is no responsibility to ensure that players on the spares list will be given a game.
7.5.3 A player may take his/her own name off the spares list by crossing out his/her name and
initialling alongside.
7.5.4 In nominated pairs should a triples match be required then the last pair will be split and
placed in the previous two teams by the controlling body. Discretionary powers are given to the
controlling body in extraordinary circumstances.
7.5.5 Triples games in club selected pairs will be drawn as follows: –
One rink or more if needed will be allocated for triples.
Paddle pop sticks will be selected first. If a skip picks a paddle pop stick
which has been allocated for triples he will then select 2 envelopes
to make up the team.

Pairs games in club selected triples will be drawn as follows: –
Cards will be made out and rinks will be allocated for pairs games.
Skips will then select an envelope to determine if he plays pairs or
triples.

7.6 VISITS-CHARGES

7.6.1 For bus trips on local visits, and visits outside the district a nominal fee will be charged
after consultation with management.
7.6.2 When meals are provided a cost will be obtained from the General Manager. These
prices may change from year to year according to the terms of the contract with the contract
caterer. (Altered 12/10/04)

8. SUB-COMMITTEE DUTIES

8.1 GREENS DIRECTOR

The Greens Director will be appointed by the Management Committee at the first meeting of the
newly elected Committee after the Annual General Meeting & he shall:

8.1.1 Act in liaison with the Greenkeepers and the Management Committee.

8.1.2 Prevent or suspend play if he considers the greens may be damaged.

8.1.3 Exercise general supervision over the greens.

8.2 JUNIOR COMMITTEE

8.2.1 To determine the conditions and control the playing of all Junior Championships and social
games for Juniors.

8.2.2 To ensure all juniors are given instruction by the Club Coach.

8.2.3 To settle all disputes in connection with Club Championships and social bowls subject to
appeal to the Management Committee.

8.2.4 Hold regular monthly meetings and submit a written report to the Management Committee.

8.2.5 Junior Committee will be appointed by the Management Committee at the first meeting
following the AGM each year. The committee will consist of a Chairman, Secretary and 4
committee members. The committee will be appointed from nominations received. (Added

8.3 MATCH COMMITTEE

8.3.1 to arrange and prepare the Bowls Program of Association Championships, Club Minor
Singles, Handicap Singles, Major/Minor Pairs and Mixed Championships for the ensuing twelve
months and submit same to the Management Committee for approval.

8.3.2 To determine the conditions and control the playing of all Club Championships and Social
Bowls, subject to appeal to the Management Committee.

8.3.3 Organise in conjunction with the Coach / Bowls Manager and the Tournament Support
Committee all Tournaments conducted by the Club.(Alt 30/09/11)

8.3.4 Hold regular monthly meetings and submit a written report to the Management Committee.

8.3.5 The Match Committee shall consist of the Bowls Manager (Chairman),
the Bowls Secretary and Three (3) additional members all of whom shall be Full Bowling Members
of the Men’s Bowling Club.

8.4 SUB-COMMITTEE REFRESHMENTS (Deleted 15th Feb. 2010)

8.5 OTHER SUB-COMMITTEES

Other Sub-Committees may be elected as required

9. MID-WEEK JACKPOTS

As from Wednesday 22/07/1998, Monday and Friday (Combined) and Wednesday Jackpots will
be conducted as follows:

1) Each player will pay $1 in addition to green fees.
2) 1-21 rinks will be set on the machine.
3) A winning rink will be drawn by a non-player.
4) The skip of the Winner, on that rink, will attempt to spin his own rink number.
5) If he succeeds all the players on that rink will share the Jackpot.
6) The money will jackpot if not won.
7) If the Jackpot reaches $1,300 and is not won as above on that day, then $300 will be
distributed as follows:
a) 0-30 (or to the highest winning margin for the day) will be entered.
b) The Bowls Secretary, or his nominated agent will spin until a winning margin is selected.
c) All the players on that rink(s) will share the jackpot.
8) Jackpot will start the next day at $1,000. $300 will be distributed when the jackpot next
reaches $1,300 if not won.

 

10. ALBION PARK MENS BOWLING CLUB – GENERAL CONDITIONS COVERING ALL
ASSOCIATION COMPETITIONS

10.1 ASSOCIATION COMPETITION

Association Competition shall include a Club’s Major Singles, Major Pairs, Major Triples, Major
Fours Championships, Pennants, State/Zone/District Championships.
Championships are under the control of the relevant Match Committees.

10.2 DECLARATION OF CLUB FOR THE SEASON

A member shall be deemed to have declared to play for the Club for which he first played in an
Association event in the season.

10.3 FORFEITS / WITHDRAWALS

Players intending to forfeit or withdraw must notify:

• Their opponents
• The venue Club.
• For Zone Games, the Zone Registrar
• For Club Games, The Coach / Bowls Manager, The Bowls Secretary or a member of
the Match Committee.

Penalties apply for infringement of these rules. For a more detailed version of the rules read
RNSWBA Conditions of Play. (Extract follows.)

RNSWBA Condition of Play 1.5

1.5 Playing Schedule

A Club, District and Zone shall include details of the dates of play in their Bowling Programme,
including Semi-Finals of ALL Association events being conducted by them.
An event shall not be postponed except for inclement weather or other justifiable cause. If two
events fall on the same date the one with the higher precedence will be played.

A Postponed game shall be played on the next available playing date

If a player or team drawn to play cannot do so a forfeit will apply unless:
a) a substitute is available OR
b) The opponents, by mutual arrangement, and with the consent of the Controlling Body,
play the game prior to the commencement of the next scheduled round.

An association event may be commenced before January 1st, but must be completed in the
nominated year of the event.

ALBION PARK BOWLING CLUB WILL APPLY THE ABOVE CHANGES AS FOLLOWS:

1. A postponed game will be played on the next available playing date.

If the postponed playing date is a Sunday, then the next available playing date is the following
Saturday at 1:30pm. If the postponed playing date is a Saturday, then the next available playing
date is the next day ie. Sunday at 9:30am (provided that the greens are available on that day). If
not the next available date is the following Saturday at 1:30pm.
2. The opponents, by mutual arrangement, and with the consent of the Controlling Body,
may play the game prior to the commencement of the next scheduled round.

It is essential that both teams or players must agree and whenever practical the Date and Time
the game is to be played is to be given to the Controlling Body. If a singles player or one team
wishes to play on the play or forfeit date and the opposing player or team wants an extension, the
game must be played by the play or forfeit date or the player or the team will be deemed to have
forfeited.

If a game is postponed from the original “play or forfeit date” to the next available playing date,
teams or players may also apply to defer their game from that date and play prior to the
commencement of the next scheduled round.

CONTROLLING BODY IS THE MATCH COMMITTEE OF THE ALBION PARK MENS BOWLING
CLUB.

 

11. DUTIES OF OFFICE BEARERS

11.1 COACH / BOWLS MANAGER (Alt 30/09/11)

a) The Duties of the Coach / Bowls Manager are to ensure that all aspects of the promotion,
administration, organisation and running of the sport of Lawn Bowls within the Albion Park Bowling
Club are carried out to the highest possible standard as set out in the Contract of Employment
which currently exists between himself and the Club. (Alt. 30/09/11)

 

11.2 BOWLS SECRETARY
a) In conjunction with the Coach / Bowls Manager and the Match Committee: (Alt.
30/09/11)

i) Assist in the arrangement of competition and pennant matches
ii) Assist in the arrangement of social games of bowls and the selection of players thereof.
iii) Post on notice boards all relevant information relating to the game of Lawn Bowls.
iv) Furnish match results to media and or recorders

11.3 ASSISTANT BOWLS SECRETARY

a) In conjunction with the Coach / Bowls Manager, Bowls Secretary and the Match
Committee?Alt. 30/09/11)

i) Assist with the running of Lawn Bowls in the Club as required.

11.4 SELECTORS

The Selection Committee shall consist of Three (3) Selectors,
all of whom shall be Full Bowling Members of the Men’s Bowling Club.
The chairman shall be elected by the selection committee.

a) To select teams for pennant fixtures and any other competitive fixtures where the Men’s
Club is to be represented as a Club.
b) The Chairman of Selectors shall be The Bowls Manager (Deleted 22/7/2013)

11.4.1 Only players or their nominated agent upon request can place their name on the pennant
unavailability list. (Added 14/05/2007)

11.5 MATCH COMMITTEE

a) The duties of the Match Committee shall be as follows:-

i) To consider, plan and implement the bowls program for the ensuing 12 months.

ii) With consideration to the Zone 16 Illawarra Program Requirements, organise the running
of all Club Championships for the ensuing year

iii) Organise all Tournaments conducted by the Club (eg. Handicap Pairs, Classic Triples
etc.)

12. CLASSIC TRIPLES TOURNAMENT

a) The format for the Classic Triples and Classic Triples Qualifying Tournament shall be
formulated by the Management Committee in conjunction with the Match Committee.
